Item Application of Information and Communication Technology (ICT) in Information Management(INFLIBNET Center, 2004-11) Chauhan, Suresh Kumar; Murthy, T A VInformation and Communication Technology (ICT) has a very vast meaning and it has been dominating each and every aspect of this universe. Due to ICT only whole world has been become a global village and the other side ICT is accelerating information explosion, which leads to the problem of bibliographical control. But there are some tools, which can help us to manage these digital contents in a systematic order for use. The concept of digital library is very much suitable for information management. Here, we have Greenstone and DSpace Open Source Software for content creation, which are being used for maintaining an institutional repository. After content creations, the objective should be accessing these contents globally, for this purpose we need some broadband networks. In India, UGC-Infonet is the example for such kind of country-wide network which is being responsible for improving the higher educational system in the country with state-of-the-art technology. Generally these materials are stored in museums or in libraries, but they can be spread over the globe and with the spread of the Internet, such contents can be made available to any corner of the world. Universal access implicitly assumes a largely unidirectional flow of information from the developed world to the developing world but the latter is often richer in traditional wisdom, crafts, and cultural artifacts: digital technologies have the potential to preserve that heritage and make it accessible. For developing an Image Repository for photographs of Ancient cultural material by using the advanced digital technology is a challenge, which include description of the photographs of Indian cultural Heritage Materials, Creating Metadata from the sample, Mapping the created metadata with Dublin Core, Developing an Image Repository System using Digital Library open source software etc. This paper is the result of the case study of such an attempt by the authors on exploring Open Source Digital Library Software, DSpace, for preserving the cultural heritage materials.Item CDROM Databases : an Approach for Creation of Personalized Databases(INFLIBNET Centre, Ahmedabad, 2004-02) Dube, Sonia; Premchand; Murthy, T A VDatabase by definition refers to organized collection of data stored at a Central place. Today, no one is going to deny the existence of digital divide. The Digital Divide is a well-known concept and is being defined by the specialists in different ways. In this paper an attempt has been made to identify the factors that are responsible for digital divide with some solutions are explained. All around the world various programmes have been launched to bridge the digital gap but despite many efforts to improve this gap seems to grow wider and wider due to the inability of those who lack the knowledge and skills needed to use the electronic contents, Internet or other communication technology. This paper analyzing the opinions of selected Ph D Researchers and Guides from selected Indian Universities on Copyright and IPR issues related to ETDs. On the basis of the output, the paper suggests that Universities can start collecting e-format of theses, creating a digital archive for easy access. But in terms of access, still only a minimum majority is favoring online global access to Indian research. Importances of these concerns have been clearly defined in the main objectives of the INFLIBNET. However, the fundamental problem remains. The paper highlights how by using the Internet / Intranet revolution, this problem can be minimized. The focus of the paper is on developing Institutional Repositories - one of the prime issues that is of utmost importance keeping in view multifaceted factors (information explosion; cost inflation and ICT) that have had immense impact on the existing research cycle. A growing number of universities across the globe are running institutional repositories projects using open source software, while many others are in the planning stages. Within next few years, I expect that universities in India also create repositories and effectively use open source software. This article describes about the current development of Open Access Initiative, Open Archives Initiative Protocol for Metadata Harvesting (OAI-PMH) an important infrastructure component for Institutional repositories. A convergence of technology developments and other initiatives has made IRs possible. Technology costs, especially storage costs, have dropped significantly. There is now a variety of open source and commercial software platforms available for an institution wishing to develop an IR.. This paper will highlight the needs of an Institutional Repository and the initiative taken up by the INFLIBNET (Information and Library Network Centre) in building up the Institutional Repository by using the open source software Dspace developed by the Massachusetts Institute of Technology.Item Is the Big Deal Mode of E-Journal Subscription a Right Approach for Indian Consortia ? A Case Study of Elsevier’s ScienceDirect Use at Indian Institute of Technology Roorkee(INFLIBNET Centre, 2005-02-02) Singh, Yogendra; Murthy, T A VBig deal or the consortia site licensing is the most preferred way of e-journal subscription for Indian Consortia be it INDEST or the UGC Infonet. In the big deal model all the journals published by a publisher or hosted by an aggregator on its web site are made available to the consortia members at a so called “highly reduced” price. It has been seen that the librarians throughout the world haves been raising objections to this mode since beginning. There are various concerns which have been identified such as monopoly of the publishers, use of a limited number of titles, effect of citation ranking of journals published by the small publishers and the fear of death of journals published by the developing countries. Though a number of articles have been published on this topic but most of them have been on the qualitative aspects of such deals. There are a few studies that have been conducted on quantitative aspects. In this paper a study of use of Elsevier’s ScienceDirect at IIT Roorkee has been presented which clearly shows that a very limited number of titles are frequently used in the Institute. This data clearly indicates that the Big Deal mode of subscription is not at all in the favour of the consortia. Supports an alternate model for subscription which should be based on the fixed fee access to the limited set of journals which are frequently used and pay for use for the journals which are less frequently used.Item Knowledge Management and Resource Discovery using Peer to Peer Network(INFLIBNET Centre, 2003-02) Murthy, T A V; Dube, SoniaThe success of Knowledge management frame work in an organization depends on the timely and precise updation of the data, tools and techniques used for Information exploration. Information is now being made available in digital format accessed via electronic networks such as the Internet, and being stored or preserved in digital archives or collections. In addition, digital information can be manipulated and disseminated very easily. Such forms of development have resulted in major concerns in the protection of digital information sources under existing copyright and other related laws and regulations. This Paper examines the efforts being made to revise copyright laws in order to include the protection of digital information sources, and the role library and information professionals and institutions around the world, can play to ensure that revised copyright laws do not have a negative impact on the free flow of information and access to digital information sources. The situation regarding copyright laws, digital information and libraries in India is discussed and numbers of observations are made. Also discusses the role of IFLA for protecting electronic Intellectual Property Right. It focuses on various categories of Intellectual Property Rights viz.
