While library automation and Online Public Access Catalogue (OPAC) are slowly taking place, digital library research and development activities are at a very preliminary stage in India. Never the less various institutions, especially the universities and other academic institution in the country have rich resources that can be shared and put to optimum use through digital libraries. In this paper the down-to-earth approach to building digital libraries for the Ph.D Theses and Dissertations submitted to the Indian Universities has been proposed, primarily for the benefit of the academic and research community. Author proposes that INFLIBNET is in an excellent position to spearhead in building such digital libraries and the same may be taken up in three stages for which simple guidelines have been discussed and presented.en_US
