    Digitisation of Libraries and Manpower Issues In The Indian Context

    ICTs have been adopted by libraries in India as and when they are evolved. The transformation of some traditional libraries into hybrid libraries has been gradual, but with little jerks as well. The paper stresses that ICTs are inevitable for a modern library in a networked global information society. This paper also raises some is sues, particularly the ones concerning human resources, faced by Indian libraries in various stages of transformation. Libraries in India are now faced with issues concerning the most critical resource in management, viz. the human resource. From poorly organised collections managed by non-professionals to modern networked libraries managed by professionals, and libraries falling somewhere between the two extremes, India has all types and levels of libraries. With a large number of libraries still tradit ional, some automated, and only a few having digital collections, manpower issues in case of Indian libraries are diverse and complex. Many university and special libraries have completed to a larger extent their automation processes, and are also networked. This paper highlights the problems faced by librarians in modernising their libraries and digitizing their collections. Public libraries seem to have been left behind as far as adoption of ICTs and modernisation of libraries is concerned. In the absence of clear-cut policy and guidelines for networking, and digitization of libraries, and the provision of electronic library services, library authorities and professionals are facing a lot of problems. The paper points out that in India there is also a contradiction regarding employment scenario in libraries. On the one hand there are many libraries which don't have a qualified professional librarian, and on the other there are inadequate employment opportunities for the very large number of qualified bachelors' and masters' degree holders in library and information science. This situation has implications for teachers in library and information science for updating the syllabi of existing courses and introducing new need based short-term courses to strengthen the existing professionally qualified staff. The paper lays emphasis on developing policy drafts for library and information services in the country in the context of digitization and global electronic village. Particular emphasis must be laid down in the policy on issues concerning manpower. Since government agencies have not done much regarding policy issues, concerned professional associations and organisations should take up the initiative in this regard. The paper concludes with the hope that in the near future, library associations and organisations shall play proactive and assertive roles so that some of the issues currently faced by the profession are sorted out.

    Role of Library and Information Proffessionals In The Emerging Knowledge Society

    The data, concerning human development progress as well as use of information technology in our country, shows that we are still far behind other developed nations. Efforts have been made by present government to make India, a knowledge based society in new era. It has set time bound targets to see that India becomes a 'developed nation' in next twenty years. The paper criticises the concept of knowledge worker, as it fails to identify the due role of library and information professionals. Appreciates the efforts of the Planning Commission and A.P.J. Abdul Kalam's India 2020: A Vision of the New Millennium, making an environment in which the people make India a developed nation. It states how our rural people begin to use the tools of information technology in new era. The opening of two Public Information Kiosks (PIKS) by National Institute of Rural Development (NIRD), in Andhra Pradesh is a good beginning to harness new technology by its rural people. The paper discusses the role of library and information professionals, as they are actively engaged in finding practicle solutions to the challenges of digital age. The paper points out Christopher Edwards's view that the role of information professionals in knowledge society is neither fully recognised nor understood. He furthers remarks that the major initiatives of the government have always bypassed the library and information sector. Our professional skills developed over generations are marginalised. The paper deliberates upon the recent development in ICTs at international level. The paper concludes with a caution, that, without emphasizing the role of information professionals as well as of libraries and information centres, our vision of knowledge society shall remain a dream.

    Digital libraries aim to provide ready access to the storehouse of humanity's information. Majority of the digital libraries specialise in storing a particular subject field of information which are interwoven together with other participating libraries. Digital libraries combine technology and information sources. They allow remote access of its resources to other libraries by breaking down the physical barriers through national and international computer networks. Digital libraries rest upon-(i) Basic human need for timely and relevant information,(ii) Accumulation of information and all the supporting infrastructure which includes users, professional associations, library and information centres and publishers; and (iii) Advances made in networking, information science, information, artificial intelligence, etc.

The specific responsibilities of each the agencies have also been listed. Lastly, paper presents future scenario and calls upon information professionals to put their sincere efforts in making this profession withstand, holding its head high, in this state of transition.

    CREATION AND MANAGEMENT OF DIGITAL RESOURCES - A SURVEY OF LIBRARY AND INFORMATION CENTRES OFTWELVE INSTITUTIONS IN PUNE

    A survey of library and information centres of 12 institutions which include 3 Engineering colleges, 4 Research Centres and 5 Software companies was conducted. While investigating creation and management of digital resources as well as conventional resources, it was observed that engineering colleges have interactive classroom type of learning and therefore the libraries have mainly textbooks/reference books, where as in software companies, information was available in the web based form. It was also observed that software companies were establishing Documentation/Resources centres. In order to interact more effectively to convert information into solutions and useful products via knowledge, it is suggested that libraries/information centres should play an active role in this process. Research institutions and engineering colleges can also follow the learning and skill development process followed by IT companies.

Finally, the paper proposes that, there is need to bring out a CD containing information of 15,000 manuscripts collection available in Nagpur University Library.

    CD – ROM DATABASE SERVICES IN NETWORK USING ‘SLINGSHOT’: AN EXPERIENCE AT CENTRAL LIBRARY, I.I.T. KHARAGPUR.

    This article deals with concept and scope of Local Area Network (LAN) , Intranet and their applications in the area of Online Database Services in any modern automated library system, with specific reference to the current status of online database services, presently in operation, at Central Library , I.I.T. Kharagpur. In the introduction, authors present a short description of the ongoing trends in information management field with special attention to the need of the day for network based online library services to overcome the age old barriers of geographical distance and time . Further to this, authors present an outline of the existing strong and secure computer network infrastructure available at IIT kharagpur, which has created a favourable condition for switching over to large scale online library services from the conventional stand alone mode of services. They also present a simple but useful description of ‘Slingshot‘, the interfacing software, and its application to put some of the CD – ROM databases into online services through LAN/ Intranet.

    Internet has grown up as the most popular and effective information tool of the present age. It's growth, popularity and effectiveness are shaping the world as a global village. Every domain of the human intellect has taken boost with this outstanding development of the 20 th Century. Keeping these facts in mind, the Shantarakshita library of Tibetan Institute got the Internet connectivity in the year 1998. Since then, users of the library are immensely using it. To streamline the use of this facility and to train users in its proper use, various initiatives have been taken by the library. Present study is an endeavour in this direction.

    The ongoing Information Technology(IT) revolution has deeply affected almost all areas of our life and all aspects of humans activity. Libraries, Information and Documentation Centres(LIBIDOCS) are no exception to the impact of Information Technology. The application of IT in different types of libraries in India has gained sufficient momentum. The IT application tools are essential for providing efficient and cost effective library and information services to the user community in the present scenario. Review of literature reveals a number of studies conducted in the application of IT in LIBIDOCS in the recent years. This paper presents one such study which has been carried out by surveying the application of IT among academic LICS in and around Chennai. There are nearly 100 academic institutions at graduate, post graduate and research levels in various disciplines. Libraries of 45 institutions like universities and colleges have been covered in the survey to analyse the nature, extent and types of application of IT based services. It also studies the areas of IT application, collection development policy , manpower development and the attitude of staff towards IT application. Finally, it also analyses the reasons for poor use of IT if any, and concludes objectively that application of IT in university libraries would certainly bring about orderly operations in Library and Information Manager Environment (LIME) without much of human interventions.

    Sophisticated access mechanisms, spiraling serials costs, new technologies and growing researcher needs and expectations are all driving libraries to reassess basic assumptions about interlibrary loan and document delivery. This article deals with document delivery service, its needs, characteristics and types. It discusses electronic document, motives and components of electronic document delivery. Trends and implications for the future have been highlighted. The article points out that the full benefits of an electronic document delivery system can not be realised until discovery, ordering and delivery are integrated. The article ends with fundamental questions about structure and operation of delivery service in administrative,technical and legal areas.

    DIGITAL RESOURCE BUILDING AND ONLINE SERVICES : AN EXPERIENCE AT ELECTRONIC LIBRARY, I.I.T. KHARAGPUR.

    Digital resource building , Intranet online services and Internet browsing are gaining momentum in technical library services during last few years in order to supplement the modern library services, specifically in the area of research and development activities in different parts of our country, and so is the case with Central Library of Indian Institute Of Technology (I.I.T) at Kharagpur. I.I.T. Kharagpur, being a premier, large and diversified technical institute in the field of science and technology, is always at the fore front of adopting modern practices for providing new kind of services to its community. Annexing Electronic Library (EL) in the year 1995, Central Library , I.I.T. Kharagpur , since then in a continuous process, started acquiring various digitized commercial databases and also applied all other possible means to build up its digitized document collection and services thereof. This paper presents an image of experiences gathered by the ‘Author’ in augmenting digitized resources and making newer services available thereof to meet the changing needs of the users, focusing on computer based literature search services, electronic SDI, and the like. Author, being an experienced library professional, starts this paper with an introduction to a panoramic view of to-day’s library system. He, proceeds further to give a brief account of traditional library services, followed by ,the salient features of the Electronic Library at I.I.T. Kharagpur including collection of digital resources in their stock, unfolding the scope and coverage in each case, such as source of origin, the search and retrieval software, the vendor details, cost of the database and the computer platform used . Further to this ‘Author’ tries to give reference to the in-house digitized information creation by way of Homepage development and its world wide accessibility through Internet ; creation of web documents through MHRD(Ministry of Human Resource Development) project grant (i.e Archives on Technical Education) . Finally ‘Author’ concludes this paper with his optimistic idea of emergence of hybrid library system in coming days to maintain parallel collection of documents both in print media as well as in digitized format to supplement and complement the gap in formation need of the users at large.
