Item Access to Scholarly Literature in Higher Education Institutions Under Inflibnet Consortium(Inflibnet centre, 2007-02-08) Chand, Prem; Prakash, K; Satyabati, Thiyam; Chauhan, Suresh KThe escalating price of electronic journals, Indexing and abstracting databases along with traditionally published print subscriptions has forced library community to explore alternative means of subscription. The consortia based subscription is perhaps a solution for subscription of peerreviewed journals. In India, during last five years we have witnessed many consortia based subscription, ranging from subject specific to institution specific. The advancement of Internet and telecommunication has made it possible to subscribe network based resources to the users. The paper describes about the initiative taken by INFLIBNET in this direction and highlights the importance of current trends of usage statistics of networked resources of various publishers. Further the authors describe the patterns of electronic journal usage by the members of UGC-Infonet Digital library consortium during the last three years.Item Assessment and Evaluation of Usage of UGC Infonet E-journals Consortium in North East Universities(INFLIBNET Centre, 2006-11-09) Chand, Prem; Devi, Th Satyabati; Chauhan, Suresh KLibraries, faced with declining budgets, increasing subscription prices have found themselves unable to purchase all publications and materials that their users would generally expect to have. To compensate for this, there is shift to subscribe the journals by other models and methods. Library consortia are one of the most effective means for libraries to subscribe to E-journals. University libraries in India are accessing e-journal under UGC-INFONET E-journal consortium. This facility has also been extended to libraries in North Eastern region. This paper reflects on the growing importance of usage statistics of electronic journals, their increasing use, and in particular universities in North East region It highlights the current usage of various e-resources accessed by the users of different universities located in North East region.Item Eelectronic Resource Management : Emerging Key Issues(Inflibnet centre, 2007-02-08) Singh, Ajay P; Khan, M T M; Chauhan, Suresh KEmergence of electronic information has changed modes of communication, information demands of users and information management system in the libraries. Innovation in the field of information and communication technology is boosting research and development activities all around the world. Earlier libraries were facing various problems for managing print documents rescued by the electronic resources. The consortia initiatives are mushrooming in the world rapidly. UGC-Infonet: E-Journals Consortium launched by the University Grants Commission (UGC) through Information and Library Network (INFLIBNET) Centre is considered one of the best consortium models in the globe. The consortium is subscribing thousands of fulltext electronic journals and databases and making them available online to 120+ universities of the country. A notable usage of electronic resources has been observed in the first three years of operation of the consortium. But millions of articles downloaded by the member universities are not being re-managed for further use. Through this paper an attempt is made to lay emphasis on an urgent need to manage downloaded scholarly e-contents with the help of various e-documents management software (OSS) keeping in mind the copyright limitations.Item India on The Way To Bridge The Digital Divide: Role of Inflibnet(INFLIBNET Center, 2006-02-02) Chauhan, Suresh K; Murthy, T A VInformation is a driving force in the world and intensely making impact on economy, development and social growth of any nation. Emergence and innovations in Information and Communication Technology (ICT) is dividing the Universe in different dissection. This division is broadly known as ‘Digital Divide’ on the world map. Today, no one is going to deny the existence of digital divide. The Digital Divide is a well-known concept and is being defined by the specialists in different ways. In this paper an attempt has been made to identify the factors that are responsible for digital divide with some solutions are explained. All around the world various programmes have been launched to bridge the digital gap but despite many efforts to improve this gap seems to grow wider and wider due to the inability of those who lack the knowledge and skills needed to use the electronic contents, Internet or other communication technology. Indian educational system is one of the largest in all over the world but due to financial limitations large number of libraries have not been able to subscribe to quite a good number of journals required for research and academic community, University libraries could play a major role to further improve the status of higher education system of India. After analyzing the situation the University Grants Commission initiated two important projects viz. UGC-Infonet providing connectivity to universities and UGC-Infonet, E-Journals Consortium to provide scholarly access to electronic journals and databases. Probably this is the golden era in the history of higher education system in India. The total program is funded by UGC and ERNET (Education and Research Network) has been entrusted to establish infrastructure within member universities on a turn key basis and the overall monitoring and execution of the project is being done by INFLIBNET. Through this program large number of e-resources subscribed and provided access to faculty and research scholars working in universities. To make people aware about the use of e-resources good number of user awareness training programs and also conducted 5 national seminars at five different places. Libraries are tremendously changed with the impact of ICT on its day-to-day routines. Through this paper an attempt is being made to highlight the growth of libraries from private or personal library to digital and virtual library. We are in era of digital library but in true sense presently, hybrid libraries are dominating structure of libraries. Increasing information demands of the user insisting library professionals to keep virtual library as their target library, which is fixed to be complete with the development of ICT.
