    Aiding Research and Electronic Content Discovery through Meta-search based on Open Source Initiatives

    The goal of electronic content discovery with Metasearching is to investigate issues related to locating, retrieving, and promulgating information in large networked environments. The Internet and WWW provide a challenging environment for deployment of these services. The needs of information publishers - to maximize audience reach - and the user - to minimize information overload - require advanced technical solutions and investigative research. As the deep web of information grows at an exponential rate, efforts to make the technology more manageable and affordable are highly in demand. Applying advanced information retrieval techniques i.e. meta-search and open link resolver are some approach to such efforts. In this paper we present our attempt to apply open source initiatives for retrieval model based on NISO Standards, relevance mechanisms and a meta search technique as an integrated electronic resource discovery system for the Deep Web. This paper discusses challenges and issues involved in Meta-Searching, as well as practical issues such as retrieval effectiveness, usability and scalability.

    Open Access Publishing and Institutional Repositories: An Overview

    This paper introduces the concepts of open access publishing and institutional repositories. Examples of such repositories are given. An overview is provided of projects being funded by the Joint Information Systems Committee within the UK in higher education institutions and information on how some of the outcomes of this work can be useful to those in other countries is provided. The progress of the Wales Repository Network in developing an integrated network of institutional repositories in Wales is described. Finally, the author’s experiences in the use of an institutional repository at Aberystwyth University, Wales are given.

    E-Journal Usage and Scholarly Communication using Transaction Log Analysis: A Case Study of E- Journal (Full Text) Download Patterns of NAL Scientists and Engineers

    Most scientists today have access to full-text e-journals. In most cases, this facility is provided right at the desktop. In this paper, we present a case study of full-text e-journal patterns amongst the scientists and engineers at the National Aerospace Laboratories (NAL), a constituent of the Council of Scientific and Industrial Research (CSIR). The facility at NAL is provided right to the desktop through the NAL-CSIR-NISCAIR e-conglomerate. Today, National Institute of Science Communication and Information Research (NISCAIR) provides e-access to more than 4042 world-class e-journals to all S&T personnel of the CSIR fraternity. This CSIR-NISCAIR initiative allows any scientist in any CSIR Laboratory to access this electronic information to keep abreast of the latest technological developments in his area of specialization. The analysis of data on the full-text e-journal patterns is presented for the period 2005 to 2007. The major findings that we would like to highlight in this paper are: (a) the mean number (per-month) of full-text downloads for the above three years was found to be different through Kruskal Wallis test of ‘One Way Analysis of Variance’ at 1% level of significance and (b) Chi-Square test was applied to test whether there is independence between the years and the publishers. The calculated value of Chi- Square was found to be 510.6, which is highly significant. Hence we conclude that for the full-text downloads data, the years and the publishers are not independent. This Chi-Square test was carried out for only those publishers (4 in number) for which the data was available for all the three years (2005-2007).

For this purpose, an attempt is made to enumerate the most important features that one must look for in an e-content management system. Also, several issues of digitisation have been discussed that one often comes across while converting their documents into e-content.

    Increasing the Discovery and use of e-resources in University Libraries

    There is a large quantity of subscribed e-resources in our libraries and they contain quality information, though expensive. In spite of advantages in terms of access and search capabilities, they are underused. Systematic plan has to be in place for their promotion of use. While a good ICT infrastructure is a prerequisite, it alone will not do. Proactive strategies are required and these need to be adopted imaginatively. Access to e-resources need to be made easier for both on campus and off campus users. As a priority, active users need to be identified and they need to be converted to heavy users of eresources. Secondly, non users be converted to active users Various methods have to be tried in order to grab the attention of the users towards the e-resources. User training will increase the confidence level of the users. Traditional awareness methods include : Personal visits, user training, brochures, posters and displays. Newer technologies from the Web 2.0 such as RSS alert service, Blogs, Wikis and Facebook make the interaction with the library not only interesting but also add more value. Finally, the effectiveness of various promotional strategies need to be measured by monitoring the usage and user feedback.

    ICT Facilities and Services at M. K. Tata Memorial Learning Centre forVisually Challenged

    Attempts have been made to highlight the State-of-the-Art ICT facilities and services made available at M.K. Tata Memorial Learning Resource Centre which was established in 2008 at Sir Dorabji Tata Memorial Library, TISS to keep pace with time and advances in information technology. The centre is comprising of more than 20 workstations with latest configurations along with 10 HP scanners. It provides access to Internet, Dspace Archive, Braille printer, instructional learning materials and ICT based information services. Special software like JAWS, Kurzweil, Magic Magnification, Zoom- Ex Instant Reader, Win Braille, OBR, Spell Well, Talking Teaching Type Pro have been procured in the centre. Special equipments like Prisma for low vision, SARA for instant text reading are also available in the centre.

    Campus Network Management : Best Practice by Kuvempu University

    This paper discusses the technical aspects of the campus network which was undertaken at Kuvempu University under UGC-Infonet Digital Library e-consortium programme. The UGC-Infonet programme in the campus is explained. Further, how the university library is taken up the task to complete campus network programme is highlighted. The various issues needed in the campus network is also discussed in this paper such as LAN, WLAN, WAN, Anti-virus server, Web server, Mail Server, security arrangements, etc. The prerequisites in designing LAN under campus network in Kuvempu University explained such as three layer level approach, etc. The optimum and effective utilization of the UGC-Infonet programme under the campus network is also discussed. The study also highlights the challenges, expansion and future plans of the campus network in Kuvempu University.

So in the present century all digital works need protection because they can be easily copied. For that reason DRM technology has taken place, which is not a single technology or not a single philosophy. It refers to a broad range of technologies and standards. DRM is neither thin nor thick copy right. DRM is potentially a planned technique for absolute protection of works. Thus the present article is intended to highlight few technological aspects of DRM which are essential in the library profession.

    Open Access Journal Publishing in India: A study with OJS Software

    India, the second most populous country, and the most populous democracy in the world. Economic reforms have transformed it into the second fastest growing large economy. It has one of the largest English speaking populations in the world. India offers one of the largest higher education systems in the world. It has around 300 universities with 15000 Colleges of Engineering, Medical, Arts, Humanities, Social Sciences, Commerce, Science and Management Education out of which nearly 10000 Ph.Ds are being awarded every year. Scholarly journals are considered to be the main carrier of quality scholarly knowledge. In majority of the cases public money is utilized in research projects. Scientists and scholars working on these projects produce articles containing research results. These are sent to scholarly journals for publication. These articles carrying nascent information are expected to generate new cycles of knowledge. However the traditional process of publishing system of print-only journals prevent easy and quick access to these articles. Providing open access to the research work will help the researchers, especially in the developing world, to have access to the research literature from across the world. The paper outlines the features of one of most popular open source software Open Journal Systems (OJS) for Open access journal publishing. More and more number of open access journals in India will bring a significant increase in the productivity and visibility of Indian scientific research.

The study examine the category of same population, their computer, Internet access and use, and e-journals uses and usefulness have been analysed and summarized the findings.     Teachers Approach to Electronic Information Resources

    The present study indicates that 67.50% and 38.75% of college teachers use electronic information resources for the purpose of their class room teaching and research work. 88.75% of teachers use Internet as an electronic information resource. The study reveals that majority (78.75%) of the teachers opined that access to current information is only through electronic resources. 71.25% of respondents stated that too much information retrieved is one of the major hindrance in using electronic resources.

    This paper discusses the digital copyright management in the context of digital libraries. The digital right management prevents the unauthorized use of authors’ original work. With the current technological developments in Information Technology, information can be accessed easily. Current copyright law does not discuss about the digitization aspect – particularly its storage, use in the network environment and fair use in the digital environment. It also discuss that about the computer software, piracy etc.. The main objectives of copyright management in digital aspects arc promoting the access and the use of information and protecting the works from the infringement for encouraging the authors in pursuit of knowledge. The technological developments, the increasing number of electronic publications and digital libraries pose challenges to the right holders as well as law enforcing agencies. The nature of electronic information including computer software is also discussed.     Encouraging Academic Honesty through Anti-plagiarism Software

    This article aims to introduce LIS professionals to plagiarism, its types, some famous cases and the numerous library web sites devoted to this important issue. Plagiarism by students and researchers in academic and research institutions is an old but ever growing problem. The proliferation of paper mills, full text databases, and World Wide Web pages has made plagiarism a bigger problem in academia. The easy availability of electronic information through Internet creates a challenge for librarians, who must be well informed not only to detect and deter plagiarism, but also to educate their users about its ill effects. This article also enumerates reasons for increase in plagiarism cases, how to avoid plagiarism, do’s and don’ts of plagiarism, and finally prevention and punishment for plagiarism. Use of plagiarism detection tools can not only deter but also assist faculty to combat this form of academic dishonesty. In this article various anti-plagiarism tools have been enumerated and the advantages and disadvantages of using these automated texts matching software’s are discussed and analyzed in brief. The librarian’s role in informing masses about ill effect of plagiarism is also highlighted.
