Major outcomes identify China, the United States, and India as main contributors, with significant contributions from organizations such as Symbiosis International. The study found a considerable rise in AI related publications, mostly in conference papers and journals. Major authors such as Yogesh K. Dwivedi have significant citation impacts, highlighting the importance of collaboration with other authors. The Digital Libraries have emerged as a crucial component of global information infrastructure, adopting the latest Information and Communication Technology (ICT) to promote an organisational structure that encourages communication and resource sharing between the academician and scholars across the nations. The present paper gives an overview of the latest developments, which have been taken place in the areas of digital library and an attempt is also made to give a brief account of Indian initiatives for establishing digital libraries and also effort taken by university/ institutional libraries to transform themselves from the traditional libraries to computerised and ultimately digital or hybrid libraries. Further, described in the paper about the need and purpose of the study, objectives, methodology adopted and finally highlights the important survey findings in respect of ICT Awareness and Internet Use pattern of the participants of the refresher course. Besides this, some suggestions and recommendations have also been enumerated in brief.Item Mapping the Contribution of ETDs to Shodhganaga by the North East Universities in LIS Research(INFLIBNET Centre, Gandhinagar, 2023-11-17) Purkayastha, Nilanjana; Sinha, Manoj KumarNowadays, ETDs stands for Electronic Thesis and Dissertation are widely used by the faculty and scholars’ community. With the invention of open access, sharing and accessing information has become more frequent in digital environment. Every year institutions are generating lot of research report in various field of study across the world, but the access to those research report is limited. To solve this problem the concept of ETDs came into light, with the help of Open Access initiative nowadays, all the intuitions are supporting free access and dissemination of research output to end users. ETDs facilitates the scholars with new ideas of research and innovation. This study analyses the contribution of ETDs on Shodhganga made by the North East (NE) Sate and Central Universities. The study thoroughly examines the Shodhganga website to get clear picture of the status of ETDs in India. The study also focused on finding out the growth LIS-ETDs in North East State and Central Universities. The findings of the study revealed that total 16455 number of ETDs were contributed by the selected universities of NE as of 1 August 2023. It is important for University Authorities and Librarian to understand the potential of ETDs in growth and development of innovative ideas in research and to achieve academic success. The study also found out that the contribution of ETDs in the field of Library and Information Science (LIS) by the NE universities are very low. Furthermore, the study also depicts that research scholars of NE are very much aware of ETDs on Shodhganga and frequently use the ETDs available on Shodhganga for their research work. They are highly satisfied with the use of Shodhganga, however, a good number of research scholars mentioned insufficient terminal is a problem, they face while accessing Shodhganga.Item Open Access, Open Source Archives, and Open Libraries Initiatives for Universal Access to Knowledge and Information :An Overview of Indian Initiatives(INFLIBNET Centre, 2008-11-06) Sinha, Manoj KumarThe present paper describes about the universal access to knowledge and information in the network and digital environment. It highlights the Open Access Declaration, Open Access Movement in India and aboard, Open Source Software for establishing Institutional Repositories and Digital Libraries for open access. Besides this it also highlights the recommendations of the Working Groups of National Knowledge Commission for Libraries and Open Access and Open Access Educational Resources. Some of the national level digital library initiatives and institutional repositories have also been listed for the benefit of the professionals. Initiatives taken by the INFLIBNET Centre , Ahmedabad and IISc , Bangalore and other institutions for creating Digital Libraries using Dspace has also been described. The librarian and other library staff play an important role in the process of establishing digital library, networking of digital libraries for information sharing. During the implementation of extending digital library activities, librarian should ensure a proper coordination of the activities in the library. Library professionals should be aware of handling modern technology and electronic gadgets. Therefore technology to awareness of library professionals and their participation in the library automation, networking and digitisation project is important for successful installation of modern system or in organising IT based digital library services. It is equally important that library professionals & staff should have computer knowledge and professional experience. Their involvement in the development of modern digital system is essential for successful implementation. The present paper highlights the concept of manpower planning, definition of human resource development, need of human resource and manpower planning for library activities, continuing education programme (CEP) for LIS professionals, role of various national level library organisations (both Government and associations) for imparting IT training for running modern libraries in network and digital environment. It also highlights the importance of manpower planning and need of trained workforce for implementing the computerised library and information services for the end users. It plays an important role in spreading information throughout the world. There are millions of web sites available which have been created by the web site designer using special markup languages called HTML (Hypertext Mark-up Language), XHTML, CSS, Javascripts, VB scripts or other advance level languages like XML, Java, ASP, JSP etc. The IT professionals who are expert in designing and developing of the web sites are involved in this business. Most of the agencies that are involved in the design and development of the web sites create the web sites on commercial basis and host to the server, which are accessed over Internet. The present paper emphasizes the various issues of quality control and regular maintenance of web sites while designing and developing the web sites for any organization / institutions/ universities .The first part of the paper highlights the basics of quality control whereas the second part of the paper describes the various issues pertaining to design, development and maintenance of web sites, steps taken for designing a quality web sites, consideration of various aspects of quality control and regular updating of web sites, quality measure to be taken in tune with the W3Consortium recommendations.Item Region Of Quality Management Model For Knowledge Resource Management In University Libraries Of North Eastern India An Assam University Library Experience(INFLIBNET Centre, 2007-02-08) Sinha, Manoj Kumar; Rao, Y Venkata; Bhattacharjee, JayantaQuality is a relative concept, closely linked to the level of user expectation and requirements. The relative nature of quality leads ultimately to excellence. Quality management includes effectiveness and efficiency rating, cost control, service assessment, user-oriented analysis. In the University system, libraries are the backbones to support the concept of quality academic functions. Unless and until, there is a quality approach in managing knowledge resources at library, it is difficult to expect quality of academic activities in university. In order to adapt to these new circumstances, universities are implementing new management procedures, and, for their part, university libraries are forced to make fundamental changes in order to conduct their business in line with managerial criteria. In this direction, an attempt has been made on Quality Management Model for Knowledge Resource Management and presented Assam University Library as a case study.Item Scenario of Automation and Networking of Library and Information Centres (LICs) of North Eastern Region of India: An Evaluative Study(INFLIBNET Centre, Ahmedabad, 2004-02) Sinha, Manoj KumarThe North Eastern India is not lagging behind which has also experienced the changes in the library automation and networking activities, which is possible mainly due to inclusion of 12 university libraries for financial assistance under INFLIBNET Programme, which made possible the initiation of Information Infrastructure Development of University Libraries and Database Creation Work for Library Automation and Networking. Besides that other institutions of national importance in NE Region are getting financial assistance from their respective parent bodies and funding agencies like AICTE, ICMR and ICAR. This paper describes the present scenario of library automation and networking of University / Institutional Library and Information Centres of the Region. The survey findings mainly cover various aspects of library automation and networking, multimedia application and use of CD-ROM databases, OPAC and Internet Services, Creation of in- house databases of books, serials, theses, projects and experts, computer based library and information activities and services like in-house operations like acquisition, circulation, retro-conversion, serial control, information retrieval and dissemination, CAS, SDI, bibliographical services, On-line search of databases ,OPAC, Web OPAC , Manpower development in IT era etc.Item Status of ICT and Internet Literacy for Accessing to E-Resources Available under UGC-INFONET Digital Library Consortium : A Case Study(INFLIBNET Centre, 2012-03-03) Sinha, Manoj KumarThe present study has been undertaken with a view to know the status of ICT and Internet Literacy amongst the Assam University Library Users for accessing to E- Resources available under UGCINFONET Digital Library consortium. The faculty, research scholars and students are mainly drawn from different parts of North Eastern States and few from other parts of the country which represent truly cosmopolitan population. The present work was carried out during July to August 2008. For that purpose, survey method has been adopted, which comprises of administration of questionnaire, observation of the participants, and interview of some of the participants for knowing the opinion of the respondents in respect of usage of Internet for their day-to-day activities and status of access to e-journals for their academic and research activities. The self designed questionnaire comprising of 20 questions has been distributed amongst the randomly selected 480 samples. out of which 324 respondents have responded. The present investigation is delimited to the randomly selected population of Assam University Library Users who are regularly visiting Assam University Library and using the Internet for accessing to the eresources / web resources available under the UGC-INFONET Digital Library Consortia of INFLIBNET/ UGC. On the basis of filled up questionnaire received from the respondents, data has been analysed and tabulated using SPSS Software. For data analysis percentage technique, has been adopted. Due to paucity of space important results findings have been enumerated in brief. The paper highlights the important survey findings in respect of ICT and Internet Literacy, Eresources use pattern and attitude of library users towards the electronic resources, which have been made available to them under UGC-INFONET Digital Library Consortium. Besides this, some suggestions and recommendations have also been enumerated in brief.Item Studies on the scenario of Internet use pattern of Assam University Community and Local population of barak valley : A survey(INFLIBNET Center, 2004-11) Sinha, Manoj KumarThis paper describes about the usefulness and advantage of Internet in day-to-day life, impact of Internet on the library and information services etc. and explains the aims and objectives of the present survey on the usage of Internet in Barak Valley, methodology used etc. The author highlights the use of Internet in this region is in nascent stage and it has become important to make people of this valley aware for the use of Internet and regarding its potential for having enormous resources of information which can be search instantly provided the minimum facility for Internet access is available. The survey results also reveals the users communities of different strata, use of Internet from personal connectivity or from Internet café or office, or academic institutions, types of connectivity for Internet account subscription, place and time for Internet search, time slot for Internet connectivity, use of Internet tools and services, mostly used search engines for Internet access, use of browsers for Internet search, rate of Internet access from Internet café etc. Besides above aspects, the final part of the paper describes the role of Internet in library and information services, problems of getting Internet connectivity, and some suggestions for making people aware for the use of Internet and popularise the use of Internet among the users communities by arranging short term training programme by Computer Institutions, Regional Engineering College(REC), Assam University and other private InstitutionsItem Usage of Electronic Resources Available Under UGC-INFONET Digital Library Consortium by Assam University Library Users(INFLIBNET Centre, 2011-03-02) Sinha, Manoj Kumar; Singha, Gauri; Sinha, BimalThe traditional functions of libraries had undergone various changes in present century and E-Resources have great importance in libraries and amongst the library users. The present study has been undertaken with an attempt to evaluate the usage pattern of electronic resources made available in the Assam University Library under the UGC- INFONET E-Journals/ Digital Library Consortium of UGC/INFLIBNET amongst the research scholars and teachers of Northeastern Region of India with special reference to Assam University, Silchar. The faculty, research scholars and students are mainly drawn from different parts of North Eastern States and few from other parts of the country which represent truly cosmopolitan population. For that purpose, survey method has been adopted by the investigators, which comprises of administration of questionnaire, Observation of the participants, and interview of some of the participants for knowing the opinion of the respondents in respect of usage of electronic resources (e-journals/e-books/databases) for their academic and research activities. The self designed questionnaire comprising of 15 questions has been distributed amongst the randomly selected samples .The samples comprises of faculty members, research scholars,UG/PG Students and officers / staff. The filled up questionnaires have been collected from the respondents for the data analysis and interpretations. On the basis of filled up questionnaire the data has been analysed and tabulated using SPSS Software. For data analysis percentage technique, has been adopted. Due to paucity of space important results findings have been enumerated in brief. The present work was carried out during July- December 2009. Therefore the present investigation is delimited to the randomly selected population of Assam University Library Users who are regularly visiting Assam University Library and using the Internet for accessing to the e-resources available under the UGC-INFONET Digital Library Consortia of INFLIBNET/ UGC. The questionnaire was distributed to 350 samples, out of which 319 respondents have responded. The same study may be carried out on the larger section of population covering other universities of North Eastern Region of India to get more generalized and authentic findings. The findings of the present study may be taken as the preliminary findings from a pilot study. The paper highlights the important survey findings in respect of Internet Awareness, Internet Use Pattern and attitude of library users towards the electronic resources, which have been made available to them under UGC-INFONET Digital Library Consortium. The present study was carried out for the purpose of knowing the awareness and preference of Social Media particularly to the Library Users belong to differentUniversities in Tripura. The sample of the study comprises of mainly graduate and post-graduate students.Survey method has been adopted for conducting this study. The paper highlights the important findings in respect of the awareness and preference of Social Networking Sites. It also highlights the usage pattern of Social Media by the student community. Further, the paper also described the changing pattern or changing expectation from library services by them; which leads to find out the possibilities for the usage of Social Mediaor Social Networking Site’s for library extension services.
