Many of today’s greatest challenges such as climate change, poverty, and health are global in nature and must be addressed in collaborative ways by researchers across regional and disciplinary boundaries. In this environment, research infrastructure should be connected, networked and developed to reflect the evolving needs of the research community. COAR (Confederation of Open Access Repositories) is an international organization with members from over 35 countries on 5 continents. COAR’s mission is to raise the visibility of research outputs through a global network of repositories. We are active on two levels: (1) At the practical level, we support communities of practice around areas of importance for our members mainly in terms of best practices, interoperability and monitoring trends in the repository landscape and (2) At the strategic level, we aim to facilitate greater alignment of regional and national repository networks around the globe. In March 2014, the Confederation of Open Access Repositories (COAR) launched a major initiative to align repository networks across the world. The aim of the project is to establish a mechanism for ongoing dialogue between repository networks. Strategically, it will give the repository community a stronger global voice and raise the visibility of the role of repositories as critical research infrastructure. It will act as leverage for local initiatives and demonstrate that networks are aware of and operate consistently with international trends. At the practical level, this activity will allow repository networks to discuss and adopt best practices for metadata standards, vocabularies and services.Item Analysis of e- Resources’ License Agreements:Disagreeing for User Rights(INFLIBNET Centre, 2015-03-12) Tripathi, Manorama; V K, JagjeevanThe present paper analyzes license agreements for online databases and e- books subscribed by university libraries and highlight the different clauses which they cover and their impact on the libraries. The inherent characteristics of this Big Data are the difficulty in processing due to sheer scale and accessibility of data and also un manageability through a traditional Database Management System. The size of this data set is ever increasing with increasing pace and addition of multi-exabytes per day. Apart from these, big data normally comprise of heterogeneous dataset, both structured and unstructured and also containing diverse data and file formats. It is very difficult to locate and retrieve the relevant information in real time from the universe of big data. Librarians, coming out of the walled library, can be expected to contribute in this task with their expertise in information organization and management. In this paper various challenges to the big data are identified and to address the challenges mechanisms for creating big data catalogue have been identified. Various mechanisms are discussed and compared and it is proposed to use the technique of library classification and cataloguing to catalogue the datasets in the big data thereby facilitating the information retrieval in the universe of big data.Item Citation Analysis of Computer Science Literature(INFLIBNET Centre, 2015-03-12) Rana, Madan SinghThe purpose of this paper is to analyze and evaluate the citation behavior and use pattern of computer scientists/researchers. The study revealsmany important indicators pertaining to computer science literature relating to citation behavior of computer science research. Firstly, almost all the bibliographic document types were referred by the authors, however, the primary research literature i.e. journals and conference proceedingswere dominatedmost. Likemost of the scientific disciplines, the citationswere scattered among core journals and core authors and have been contributingmainly in development of the subject, being the high quality sources. The citing literature ‘half-life’ indicates the dominance of current citations/literature.Item Competence of Altmetrics in Building the Missing Features of Citation Metrics(INFLIBNET Centre, 2015-03-12) S, Sri Amudha; R, SevukanResearch output is multidimensional in nature and the existing bibliometric tools fail to cope up with the growing scope of the research output forms and also have citations as their sole base to evaluate research impact. Citations indicate the usage of a particular research work formally which reflect only the impact among the research community while societal impact is totally ignored. Altmetrics tracks heterogeneous research usages in the online environment which brings impact beyond academia in the picture. Bibliometrics and altmetrics complement each other in creating a more meaningful research evaluationmetric. Thus, the missing parts of citations in evaluating research impact like time consuming and fewothers are expected to be compensated to an extent. With this aim, the paper discusses the limitations of the existing indicators and how altmetrics can be used to fill few gaps. Sample data fromPLOS ONE journal was collected on Brain Damage during 2008-09 to prove that article downloads cannot be potentially used for predicting citations. It was also found that citations and altmetrics do not correlate as they measure different research impacts. The paper argues that citation counts highlights the work that was used to create knowledge and altmetrics reflects if the created knowledge was used for the betterment of the society. Therefore, this paper also strongly concludes that altmetrics cannot be used to predict citations and also states that either altmetrics or bibliometrics will remain unsolved puzzle in evaluating research output unless they are combined together as far as the evaluation metrics is concerned.Item Designing and Developing an e-Learning Platform for Library & Information Science Students of University of Rajasthan: A Study(INFLIBNET Centre, 2015-03-12) Kampa, Raj Kishor; Kaushik, PurnimaWith the advent of information and communication technology (ICT), educational institutions all over the World are leveraging ICT to improve the quality of teaching, thereby increasing the level of student achievement.
