    Application of Information Technology in the Educational Media Libraries of Delhi

    Media libraries hold collections of print, celluloid and digital media. They are emerging as a result of advancements in information technology. This study is an attempt to assess the current state of IT application in the media libraries of Delhi being headquarter of about all educational media organizations and their networks of the country. An assessment is made on the basis of the availability of computer hardware, software, operating system, databases of holdings and online connectivity. It reveals that most of the libraries do not follow uniform standards for management and utilization of their collections. It is suggested to develop IT infrastructure for them in a phased manner by procurement of hardware, software, training of personnel and achieving online connectivity.

    Evaluation of Library and Information Center Websites : User Approach

    Academic and Research libraries have harnessed the potential of the World Wide Web to the delivery of automated bibliographical and full text information on their web pages to reach the every nook and corner of the user community. The literature offers considerable guidance on creating and evaluating library Web sites. Development of new methods for evaluation of library Web sites on the World Wide Web’ including a brief examination and discussion of quality applied to Web sites with criteria for the evaluation of the content and design of academic library Web sites. Further, paper attempts to review the relevant literature and concludes with future research.

    Role of Data Mining and Data Warehousing for Future Libraries

    Libraries generate, accumulate, and disseminate information to its readers and users in the desired format and at the desired location. The process of using library data more effectively begins by discovering ways to connect the sources of data created by Libraries. The concept of data warehousing and data mining can assist library management in making decisions and setting policies, and can assist the library’s parent organization or community in understanding the information needs of its members. Data mining is the process of analyzing data from different perspectives and summarizing it into useful information. Data mining provides knowledge by uncovering valuable information that can be used for various purposes in different areas of applications. Using various techniques of data mining such as association rules, decision trees, and cross tabulation can help discover this unused information. The scope of this paper is to discuss the role and importance of data warehousing and data mining in making the libraries of the future. This paper first discusses the concept of data warehousing, its characteristics, and its uses. Further, the paper also discusses the concept of data mining and its use in library and information services.

    Web Content Management with Subject Gateway

    Internet is one of the valuable and probably most used information resources for the present days. There is hardly any topic on which information is not available on Internet. But the problem with it is automated indexing and poor recall and precision of retrieval. Tough in some cases, search formation are not formulated properly, still the performance of Internet or website is not satisfactory. Here, an approach of building subject base Internet resources is discussed under the heading of subject gateway. It may be a better tool for retrieving subject information in comparison of popular search engines. Different sides of ‘subject gateways’ are discussed to manage the growing web resources. In conclusion the role of information professionals in this regard is discussed.

    Digital Library: An Overview

    This paper begins with an understanding of digitization, the meaning, the selection of materials, the collection development, the preservation, the access of digital information and some issues involved in the digitization. The collection service is an independent mechanism for introducing structure into a distributed information space. At the preliminary stage it addresses the issues of organizational motivation, possible content, target audience ,ong term support and funding. For planning, about staff and resources, creation and maintenance of delivery methods, charging policy and long term support and funding. During the process of creation aspects to be considered are, available technology, in-house or out-source, project management, design, testing, unveiling and long-term support and funding, preserve the integrity of and ensure the persistence. Each of the functions enumerated in the working definition of “digital library” are select, structure, offer intellectual access, interpret, distribute, preserve integrity, and ensure persistence are subject to the special constraints and requirements of operating in a rapidly evolving electronic and network environment.

    State of Digital Archival Repository System : A Critical Appraisal

    Archives are repositories of public records that give emphasis on long term preservation, access and use of information contained in essential records of national importance. With the changing scenario of information and communication technologies, the concept of digital method of preservation has been accepted by archives, libraries and museums. Digital archiving system is an attempt to develop an environment in which information in digital form are collected, preserved/stored and managed as an institutional assets. Latest technological developments have facilitated to preserve the archival documents in electronic form for posterity. Digital archival system can also provide services such as acquisition, organization and dissemination of archival records for research, training and administrative uses. The concept of intellectual property rights and security issues are more seen in the electronic era where digital archiving is being practiced. The paper has discussed the above facets in detail with the problems and effective measures of digital archiving.

    Free and equal information is the catch of the day, emphasis is laid today on promoting information access through different medium to provide to right user at the right time. While the information revolution has placed enormous pressure on libraries as they try to find their way across the dramatic technological revolution. Information at present is the source of production, transmission and consumption in the electronic age; and is considered to be the back bone in the digital repositories. Every digital collection is based on e-learning, which provide free access to all. In democratic world uneven access has led to a growing concern about the rise of a digital divide between information “ haves” and “have nots” based on race, income, family structure, education and other factors.

    Intellectual Property Rights: An out look

    Intellectual Property Rights having numbers of its characters and linked with real and personal property. IP is an asset and may be bought, sold, licensed, leased, exchanged and may be given away like any other property. IP (Patent, trade mark, copy right and trade secrets) are protected on their own way thus their scope of protection and requirements for granting protection (under law) may differ nation to nation. Presently electronic media/ knowledge of the information is a conceptual rather than a physical entity. Its value usually lies in its nature, content and potential use. Under present circumstances the legal opinion and the Court of Justice have to establish the extent of professional relationship between librarians and their uses in this electronic age. According to Tarter “Information liability can be defined as a two fold question. Firstly who is responsible for creating and providing information for third party consumption and secondly to what extent the creator is actually liable for the quality of information.” Liability of information creators, who create information does not enjoy total freedom of expression. Both the creator and the publisher of information irrespective of the medium in which it is produced are jointly responsible for assuring that information content and is acceptable in legal sense. Determining who is liable for information in the electronic environment, is much more difficult task when taking with printed information. The developed countries have evolved elaborate Laws and Rules, so as to reward the creators of the IP to encourage them and gain from their such activities, and also to ensure that the competitive envi ronment continue and works of creativity to reach the customers on reasonable cost. So that the growth of knowledge would serve the country in its overall economic and social developments.
