    Academic Libraries as Social Hub with Special Reference to North Eastern Region

    Libraries in higher educational institutions have under gone a great transformation from an automated to virtual environment using Internet and social media with an objective to enhance the reach of library resources and services among the academic fraternity. The present paper emphasises on the importance of academic libraries as social hub with special reference to North Eastern region by using social media tools. The author presents an overview of higher education in NE region and the libraries of centrally funded institutions currently providing various resources and services through Internet and social media. It is concluded that more efforts and initiatives need to be undertaken by academic libraries of North Eastern region for which some of the issues need to be addressed by planners and policy makers, library authorities and professionals liken policy issues, develop ICT infrastructure on priority, promote modernization of libraries, participate in library networks and consortia, develop digital library and optimal use of e-resources, creation of indigenous knowledge and knowledge specific to the region, recognize the importance of “Libraries –As Gateways to Knowledge” and contribute to national development, recognize the importance of social media and its application in teaching , learning and research.

    Equipping Library Professionals for Imparting Information Literacy

    Information explosion or the proliferation in the amount of information and variety of information sources, has made it even more vital today for individuals to develop information literacy skills. Libraries play a major role in imparting information literacy skills to their clients. This paper addresses two aspects of the topic at hand. First - that the library staff need to be information literate themselves in order to ably impart information literacy skills to their clients. Second - that imparting information literacy is multi-dimensional and that libraries and their staff need to approach the issue accordingly.

    Digital Conversion and Preservation of old Ph.D. Theses: A Study at Central Library, IIT Kharagpur

    The purpose of this paper is to describe how rare library materials and documents are being preserved for long-term usage and archived at the Central Library, Indian Institute of Technology Kharagpur (IIT Kharagpur) and focused on the technical requirements, guidelines for digitization, and digital preservation of old library materials. The paper explains levels of the digitization process and levels of the digital preservation of old Ph.D. theses submitted at the library, also to discuss the digitization infrastructure and software used. The paper shows that the workflow and steps involved in the conducting digitization and digital preservation project at the library. The information contained in the library materials such as rare documents, theses, and other similar old documents can be lost forever unless there are alternative arrangements for digitally converting and or digitizing them. The technological advancement is providing suitable alternatives for digitization and its preservation for the library materials. Before starting up a digitization project, the library should have sufficient funds to acquire infrastructures such as a high-end scanner, computer hardware, other related software, and trained computer-human resources. It can also be noted that for the successful completion of this project, must train the administrator and staff involved in the project. Digital preservation of rare and old documents in an Institutional Digital Repository (IDR) can provide an immediate response to a search, getting information on time, and search enhances the researchers’ efficiencies. The IDR supports mechanisms to store, retrieve and manage the digital assets.

    Most of the traditional libraries are still trying to induce themselves to get acquainted with the technological movement to envelope into the existing library setup for a changeover. Fortunately, the advent of automation of libraries could bring a change from traditional to digital library setup. The existing library system are quest to provide new services in much better way to the user community involving a greater access to the library resources and services. This article will brief about the infrastructure-based services which we saw during transformation from traditional to digital library age. The paper also intends to elaborate how the Cloud infrastructure and services can bring a change in the library system and its services for next few years from now.

    Teachers' Awareness And Participation In Institutional Repository Movement At Assam University, Silchar

    Universities play the prime role in Research and Development (R&D) of any country. The teachers of the university thus bear the responsibility to generate more and more knowledge resources to keep the nation in the forefront. Institutional Repositories (IRs) are thus being created to keep and store the intellectual assets of any university or a particular organization. It keeps the materials in central place so that anyone from anywhere can access and use these resources. But little interest among the teachers has greatly affected the main goal of IR success. The present paper deals with the results of a survey conducted among the teachers of Assam University which represents their awareness about IRs. The present paper also highlights the issues related to university based repository. The results showed that though the university has implemented a functional IR but there are still some hesitations among teachers regarding IR participation and use. The researchers thus suggested for organizing more and more awareness programmes on IR and its advantages so that more teachers get familiar and get comfortable to use it.

    Open Access Through Repository : Scenario In University Libraries Of North East India

    The purpose of the present study is to highlight the prevailing scenario of open access through institutional repository by the university libraries of North East India and to explore the place of institutional repositories in providing open access. The methodology adopted for the study include:personal visit to the libraries concerned, interviewing with the working LIS professionals and using a semi- structured questionnaire as tool for the data collection. Taking into account20 universities of the region, the study mainly emphasised upon the strategies of the universities towards building such repositories and making available the data resources to enhance accessibility in the open environment.As the major findings of the study show, many of the university libraries in the region are found to initiate strategies to build IRs using DSpace though they face dearth of skilled professionals and keeping archiving policy optional, while ETD and institutional publications are making available in the IRs. The study also suggests that universities in North East India should come forward to support OA movement.

    Need of library services for students in Open Universities: A study of Assam

    Education is a basic human right for every person. Library is the source of education as it is like two sides of coin. Learners who can’t afford to go to regular institutions for study due to time and space barrier prefers distance education system which doesn’t not require to attend classroom in a definite time, instead can learn from their home. The distance mode learners deprived off getting in touch with the instructor or faculty all the time and hence library can be a solution to this. That is why distance mode learners should be provided equal facilities if not more in comparison to regular mode of students.The main objective of this study is to know the library services offered to the distance mode learners across different study centres established in different places of Assam by IGNOU, IDOL and KKHSOU. This study is done to see whether the distance mode learners are privileged enough to enjoy the benefits using library services as well as scenario of library services of study centres of open universities in Assam

    Status Of Children Libraries In Assam: An Analytical Study

    An aim of the study is to visualize current scenario of children libraries in Assam. The study has been carried out on a sample of twelve full-fledged children libraries drawn from different parts of the state using judgmental sampling method. Number of staff strength in the libraries found ranges between 1-4. Books collection in the libraries is in the range of 12000 to 15000 in two, 6000-9000 in two, 3000-6000 in three, while five libraries having less than 3000 collection. Average number of magazines in the libraries is found to be four. Children encyclopaedias are available in 2 libraries with one title each. CDs and DVDs are available in four libraries with highest 38 in one. Video game playing facilities are available in 2 libraries, TV sets in 5, computers in 6 libraries of which four with Internet facility. The availability of other learning aids viz. the Kindle Reader, Globe, Maps and Charts and other materials are there in all the libraries but in very poor in numbers in comparison to the number of daily users. Only two libraries are found to be using Library Management Softwares viz. Koha and SOUL. Number of registered users varies from 75 to 590, while daily users in the range of 40 to nearly 300. It is observed that most of the relatively well-organized libraries are in the urban and semi-urban areas. A note of suggestions has been lined up for betterment of the status of the children libraries.

    A Novel Study To Determine Fake News Quotient: Perception Based Study Among Lis Students

    Fake news can be an image, a video or an imitative news article often designed to misguide masses through wrong information. Fake news identification through normal observation is not an easy task. It needs thorough observation of facts and the process itself requires some factual steps. Public discussion forums are always empowering citizens by giving some identification properties which are often associated with fake news and also telling the follow up steps when they find some doubtful news items. The current study is an evaluative process to measure the ability of library and information science(LIS) students to identify fake news. Nine properties were identified and clubbed as Questions on Fake news Identification(QFI), based student’s awareness level to those points, a resultant QFI quotient was measured out through a systematically designed process for the study. Similarly, eight activities were noted out and clubbed as Questions on Fake news Tackling Activities (QFTA), a QFTA quotient was measured out following the similar process of QFI quotient. The average QFI quotient and QFTA quotient of LIS students were 0.67 and 0.73 respectively. A significant correlation of 0.570 between QFI quotient and QFTA quotient helped to conclude that LIS students have a strong ability to identify and stop the spreading of fake news.

    Library And Information Science Research (Doctoral Theses) In India: A Bibliometric Study Through Inflibnet Shodhganga

    The present paper deals about the bibliometric analysis of 548 Ph.D theses in LIS of Indian Universities during the year 2013-2017.The study is based on “Shodhganga”, hosted by INFLIBNET. Factor considered for the study are Year wise, Universities wise, State wise, Subject wise and Guide wise contribution of PhD theses in LIS. This paper focuses on quantitative study of research contribution made by LIS researchers in the field of LIS. All the studies will be helpful for improving their quality researches in this field. It is concluded that majority of work has been done upon the area of Library survey/User studies/Library Use while a very little work had been done in the field of Library Legislation,Library-Finance, database and indexing during the span of time 2013-2017. Since the libraries of 21st century is shifting their focus to newer work areas according to the shift of user’s interest, more research works are needed in the field of LIS in these newer areas instead of confining to areas like surveys.

    Strategies For Rejuvenating The Academic Library As A Local Social Hub

    The academic library has been called the heart of the academic institute. In this context, it is important to understand the social contexts of the academic institutions and their libraries. While in metropolitan areas and big cities, there are large number of educational institutions, and each has a library or a library system; but in case of small cities and towns across the length and breadth of the country, there is generally one or two, or in a few cases more than two higher education institutions. In recent years, however, a large number of private institutions (colleges and universities) have come up in urban, semi-urban and rural areas and these institutions are also developing their library collections. But, one or two higher education institutions that have been there in a city/town are the ones that have moderately good collections. These are the only library facilities that are available in a small city/town. This is because public library system in India has not developed further in the small cities and towns, and in rural areas. In the digital age, where smartphones and internet connectivity is fast reaching semi-urban and rural areas; readers want a quiet place to read and study. This vacuum can be filled by the academic library. In fact, the academic library needs to reach out to its local community for serving them with their information needs, as well as making the institution a hub of social activities. A few outreach strategies are mentioned in this paper. These include providing library facilities to college/university alumni, eminent persons of the region, and other interested readers. Mechanisms for providing the facilities and rules governing such facilities can be developed by consultation with stakeholders. Another strategy is to invite eminent persons of the region who are settled outside the region to deliver a talk on a current issue whenever such persons visit their city/town. Every city/town has local and regional level non-governmental organizations (NGOs), and voluntary organizations and groups that work for specific causes. The academic library can provide a platform for them to reach out to its users as well as the local/regional society. In fact, the academic library can develop a database of such organizations and groups and can share that with those seeking such information. Strategies applicable in one area, or successful in a city/town may not necessarily succeed in another area. One facet of an academic library's expertise which can be harnessed is by providing information literacy skills to people in its local area. The role of the academic library is also to develop a database of success stories of social interaction at national and global levels. This paper provides with some suggestions for rejuvenating the academic library as a local social hub, and there is immense potential for this in the case of Indian academic libraries.

    As social beings, we always love to live in groups and prefer to follow our fellow human. Historically it is seen that sharing and communication of information and ideas with other people was restricted in earlier yearsdue to geographical, social and religious hindrance. But due to advancement in field of modern technology since last few decades, we have observed a drastic change in the field of Information Communication and Technology (ICT). With the dawn of Internet, it is seen that no barriers can stop the flow of information. Nowadays, everybody is linked with one another in the vast network provided by Internet. Moreover,the growth of Social Media (SM) has narrowed the communication barrier in the globe. SM simply refers to the wide spread collection of Internet based services that link people together with the globe to communicate, participate, collaboratively interact, discuss and exchange of thoughts, ideas and information within an online community. The paper tries to study the use and impact of different SM Platforms among the undergraduate students of Chaiduar College, Gohpur, Assam.

    Content Analysis Of Youtube Videos Related Drupal, Joomla And Wordpress

    YouTube is a popular video sharing site used by many people in world wide. The current study is to examine the YouTube videos related to Drupal, Joomla and WordPress which are content management systems (CMS). The data was exported using Webometrics analyst software from YouTube via application programming interface (API). Total 1785 videos were found related to three CMSs. The study found that most of videos were related to Joomla CMS 616 (34%) followed by Drupal 583 (33%) and WordPress 586 (33%). Furthermore, study informthat majority of videos found having YouTubelicence 93% and 7% videos found under creative common licence. About 959 of videos were shorter than 10 minutes duration. The study also informs top ten most liked, commented, and viewed videos.

    Application And Impact Of Social Media In Academic Libraries With Special Reference To Assam

    The vast growth of knowledge and literature in every field of education along with the advancement of information technology has placed special responsibilities on all types of libraries. Nowadays, different types of social media tools are increasingly used in library works in academic libraries. So, this study is an investigational study to know about the use of social media tools in academic libraries and its impact on the library staffs, library users, library services etc and challenges as well as problems influencing in using such tools. Social media are mainly used to connect people in different communities and share, transfer information, and cooperate with each other information among different users of different communities. The main aim of this work is to make intensive and extensive study to find the application and effect of social media on the users, library works and services, staffs etc in the academic libraries with special reference to Assam and make awareness among users and staffs towards the use of social media in the libraries. Also, find out the factors they are facing for using social media in the academic libraries.

    Capacity Building Of Human Resources: A Case Study Of Central And Private Universities Of Assam

    Capacity building includes skill development, enhancement of efficiency etc. to achieve the desired organizational goals. With the advancement of technologies, it becomes very essential for the library professionals to be up to date in their field, so that they can provide best services to their users and can effectively cope up with the crisis and situations. Academic knowledge and competence development should go hand in hand. Technological inventions have made it clear that if an organization has to get success or reach its ultimate goal, it must develop or train its human resource. Nowadays, library needs multi-skilled professionals to work efficiently in order to meet its user’s needs. Universities are the largest academic organizations, where they have to cater a huge clientele with varied interests; therefore, capacity building programs are very essential to enhance theirabilities. The study mainly discusses the concept of capacity building, management level initiatives, barriers and various challenges etc., faced by the library professionals. The paper further gives light on capacity building initiatives taken by different central and private universities. As the research paper is mainly a survey based study, survey based methods have been used and therefore, both the primary and secondary data have been used to write this paper. Through the findings, it has been found that Central Universities promotes capacity development programs very well and the professionals are more or less satisfied, where as Private Universities have a long way to go.

    DTH (Direct To Home) technology is reception of television signals through communication satellite. This paper covers education through DTH initiatives like VANDE Gujarat and Swayam Prabha. Both initiatives cover content for school education to high quality higher education. The students of the schools from various board CBSE, SEB’s, ICSE and all lifelong learners can take free education from DTH. 2nd initiative, Swayam Prabha covering 32 channels of secondary & higher secondary, UG & PG non-technical, technical, open schooling and distance learning with teacher education under the Ministry of Human Resource Development. 40 million students from different institutions, colleges ranging from primary to higher education can be benefited of service.

    Users' Perception Of Electronic Resources Of Assam Agricultural University (A.A.U), Jorhat: A Survey

    Electronic resources are becoming an integral part in day-to-day life as well as in academic field of higher educational institution. Nowadays, the users are increasingly depending on electronic resources for in different fields like educational, domestic or business purposes. The present study is focused on the use of electronic resources by the students of Assam Agricultural University, Jorhat (AAU). The survey method and random sampling technique has been used. The questionnaire tool has been used to collect the primary data where 150 questionnaires were distributed among different categories of the student. Equally 50 questionnaires per category has been distributed to Under Graduate (UG), Post Graduate (PG) and Ph.D students categories of AAU. Out of 150 questionnaires, 104 duly filled-in questionnaires were received from the respondents. From the study, the finding revealed that 83.65% of the total number of respondents areaware of e-resources.

    Social Responsibility Of Academic Library: A Study On Role Of College Libraries In Assam

    Academic libraries are rich in terms of resources and infrastructure in comparison to the public libraries in Assam. The resources and infrastructure of the college libraries in Assam can effectively use in providing community service in the locality. National Assessment and Accreditation Council (NAAC) in its assessment guidelines clearly mentioned about the social institutional responsibility of the colleges. The college libraries as a part of its social responsibility should engage in activities such as extension of reading facilities to the general public and allowing them to use existing physical infrastructure, Internet facility, e-resources access facility of the college library. Extension of these facilities of the college libraries will definitely benefit the needy peoples of the society. The paper intends to identify the availability of resources and other infrastructural facilities in some randomly selected college libraries in Assam and observes how these large quantities of resources be effectively make open to the other needy people living in the society.

The cost of subscription journals is increasing at a rapid pace and it becomes impossible for any library to purchase all the document of the users need. So the open access is the only solution to solve this problem. It ensures the dissemination of information to all level of people without any price and permission barrier. This study is an attempt to find out the use of open access journals among the scholars of Gauhati University, the problems that are faced by the research scholars in accessing journals, importance of open access journals, their support for the open access movement and their satisfaction level on the availability of the open access journals over the internet. The study aims to help in establishing open access policy for the library to educate their researcher.
