Skills that are needed are described and management principles are listed out in this paper.Item Multilingual Access to Information in A Networked Environment Character Encoding & Unicode Standard(INFLIBNET Centre, 2005-10-10) Biswas, Subal ChandraWith the recent rapid dissemination over the international computer networks of world-wide distributed document bases, the question of multilingual access and multilingual information retrieval is becoming increasingly relevant. Briefly discusses some of the issues that must be addressed in order to implement a multilingual interface for a digital library system in general, and the problems associated with character encoding of multilingual text in particular. Highlights the development of Unicode Standard, which is envisioned as a solution to the problem of multilingual character encoding and its progressive implementation by the computer industry, including the library community. Concludes that library and information networks in India must adopt Unicode to digitize and provide access to the rich repertoire of literature generated in scores of Indian languages.Item Issues in UGC-Infonet E-Journal Consortium(INFLIBNET Centre, 2005-10-10) Devi, Thiyam Satyabati; Murthy, T.A.V.Library consortia for purchasing electronic journals became recognized as a vital part of academic information infrastructure at the research community. The biggest challenge that newcomers to the consortium world face is grasping the fact that standard setting is about giving away rights in technology. Leading institutions in North America and Western Europe take a variety of positive measures to promote consortium activities and formed unique consortia of many kinds. On the other hand, a consortium in India is still in a developing stage and struggle to solve problems they face. The factors that have led to the development of consortia are diverse among countries. This paper describes definitions, aim, organizations, internal structures, policies and other characteristics of the UGC-Infonet E-Journal Consortium which is one of the well known consortia for Higher Education in India under the UGC. It will also highlight the characteristics and issues faced by the consortia and the measures taken up to promote consortium activities.Item Training and Support to Users/Staff for Optimum Use of Library Resources : A Case of Centre On Rural Documentation (CORD)(INFLIBNET Centre, 2005-11-10) Devi, T. RamaThe great libraries of the future are not those with great collections but those with great staff, knowledge must be rediscovered in the library before it is used (Lowry, 1991). The trained and dedicated librarian would act as an intermediary in this rediscovery process. The paper highlights the efforts made by CORD, NIRD to identify the information needs of the users, barriers in accessing information, best practices for effective use of information etc were discussed in an open form consisting of working librarians, faculty, experts, library staff etc. to find solutions for the optimum use of Library Resources. Further emphasised the importance of training for the staff/users to serve the user community by using latest technologies, in the similar lines the users also get trained to tap the resources available internally and Globally. For this purpose CORD is conducting three training programmes in an year for the staff and three for the users in this direction.Item Usage of Electronic Journals Under UGC Infonet E-Journal Consortium in North Eastern University Libraries(INFLIBNET Centre, 2005-11-10) Chand, Prem; Murthy, T A V; Chandel, A SThe rapid development of the Internet during the 1990s has opened up a new possibility where traditional print journals are being replaced by, or at least supplemented by, the electronic journals. Low library budget and increasing cost of subscription are some of the important factors for shift from print media to electronic one This paper discusses the role of UGC-Infonet in promotion of E-journals in the country through E-journal consortium. Highlights that the usage of E-journals is much below the expected target by the Universities of North East which have been given access to E-journals. This has been supported by usage statistics by these five universities.Item Building A Digital Library(INFLIBNET Centre, 2005-11-10) Seshaiah, O.The idea of converting library materials into digital format for creating digital collections has advanced rapidly in the last few years, thus leading to the concept of a digital library. A digital library is a library that contains materials in digitized form or access to internal or external digital resources. Digital information resources include not only rapidly growing collection of electronic full text resources, but also images, video, sound, and even objects of virtual reality. The most important component of a digital library is digital collection it holds or has access to. A digital library can have a wide range of resources. A digital library is not a single entity although it may have digital contents created in-hourse or acquired in digital formats stored locally on servers. A digital library may also act a portal site providing access to digital collections held elsewhere. The digital imaging technology offers a number of choices that can be adopted to translate from print to digital. Digital conversion process includes Document, Data Capture, Data Processing, Storage, Indexing and retrieval. Dublin Core standard is adopted internationally to create Meta data of digital resources. The advent of the Internet acted as catalyst for Digital Library initiatives. Digital library environment is the context of rapidly charging computer and communication technology. The second part of the paper, mainly concentrates on the librarian’s role in the knowledge management. Here challenges, issues involved qualities of the successful knowledge manager (Librarian) and the areas to be improved in order to became a successful knowledge manager are discussed.
