Here, we have created a framework for integration GSDL Meta data with Dublin Core meta data using a Meta data creator tool software named DC-dot. The main problems of application of IT in these special libraries were the lack of fund. The state Government is not in a position to provide adequate funds for automating these special libraries. The authors also discusses about the requisite of IT to improve the condition of the special libraries of Manipur state. It also mentioned the problems of IT application and also suggested some solutions to overcome the problems.Item Building A Digital Library(INFLIBNET Centre, 2005-11-10) Seshaiah, O.The idea of converting library materials into digital format for creating digital collections has advanced rapidly in the last few years, thus leading to the concept of a digital library. A digital library is a library that contains materials in digitized form or access to internal or external digital resources. Digital information resources include not only rapidly growing collection of electronic full text resources, but also images, video, sound, and even objects of virtual reality. The most important component of a digital library is digital collection it holds or has access to. A digital library can have a wide range of resources. A digital library is not a single entity although it may have digital contents created in-hourse or acquired in digital formats stored locally on servers. A digital library may also act a portal site providing access to digital collections held elsewhere. The digital imaging technology offers a number of choices that can be adopted to translate from print to digital. Digital conversion process includes Document, Data Capture, Data Processing, Storage, Indexing and retrieval. Dublin Core standard is adopted internationally to create Meta data of digital resources. The advent of the Internet acted as catalyst for Digital Library initiatives. Digital library environment is the context of rapidly charging computer and communication technology. Generally these materials are stored in museums or in libraries, but they can be spread over the globe and with the spread of the Internet, such contents can be made available to any corner of the world. Universal access implicitly assumes a largely unidirectional flow of information from the developed world to the developing world but the latter is often richer in traditional wisdom, crafts, and cultural artifacts: digital technologies have the potential to preserve that heritage and make it accessible. For developing an Image Repository for photographs of Ancient cultural material by using the advanced digital technology is a challenge, which include description of the photographs of Indian cultural Heritage Materials, Creating Metadata from the sample, Mapping the created metadata with Dublin Core, Developing an Image Repository System using Digital Library open source software etc. This paper is the result of the case study of such an attempt by the authors on exploring Open Source Digital Library Software, DSpace, for preserving the cultural heritage materials.Item Challenges of Digital Preservation In Digital Libraries(INFLIBNET Centre, 2005-11-10) V, Satish M; M., UmeshToday Digital Technology (computers and communication technology) is enabling information to be created, manipulated, disseminated, located and stored with increasing ease over the traditional one. N.Digital resource has emerged as complementary and substitute to printresource. But electronic has become vital source of information. MICA KEIChas experience in handling various electronic resources; it requiresinitiatives and interest to know new things. Subscription management requires continuous tracking to know that along with print subscription library will get free access to electronic journals, with little premium or to pay full subscription. This helps for retrospective searches. Association membership gives the benefits of free subscription and access to electronic resources. Commercial database has got high subscription cost but access to resources from retrospective dates. Electronic resources are cheaper because of aggregator but challenges lies with the librarian for an optimum use of resources subscribed by library. Discusses about the selection criteria, pricing issues and models for different electronic formats and enlist the challenges before library professionals in the changed context.Item Consortium of Plantation Crops Research Libraries For Resource Sharing – A Proposal Issues and Facts(INFLIBNET Centre, 2005-11-10) Joshi, Govindnformation explosion resulted from the rapid advances in all scientific fields has made it vital for all scientists to have rapid, easy access to scientific information. However, scientists in developing countries are hampered by the high cost of subscriptions to various journals. Since air-mail delivery is prohibitively expensive, the journals that are received come six to eight months after the publication date, hampering the work of scientists even further. Fortunately, the Internet has come to the rescue. Online journals are available immediately after publication anywhere in the world, with a few clicks of a mouse. Electronic subscriptions are normally cheaper than print subscriptions. Nevertheless, the costs to institutions are still extremely high, particularly in view of the fact that any institution has to subscribe to many journals to meet the varied needs of its scientists. In view of this urgent need, it is proposed that all institutions dedicated to research on plantation crops come together to form a consortium to subscribe to a core group of international journals, available online, that would benefit all members. This would follow the pattern of other consortia such as INDEST, INFONET and INFLIBNET. It is very helpful that creation of multilingual language database.Item Development of Consortial Approach and Resource Sharing in Higher Education Lirbaries With Special Reference to India(INFLIBNET Centre, 2005-11-10) Singh, YogendraThis paper mainly traces the historical development of consortia based library services. States that the consortial approach in the form of cooperation was initiated by Melvil Dewey in 1880s. Main factors behind such cooperation are outlined. States that like any other form of library services consortia were also first came into existence in the United States where by the year 1970 more then 125 academic library consortia were functional. Finds that now the trend has changed and consortia are coming up in developing countries also mainly for the acquisition of electronic resources. Briefly touches the history of consortial development in India where it had not been very successful mainly due to human reasons. Describes in details the two recently formed consortia in India i.e. INDEST and E-journal Consortium of UGC Infonet. Describes the pros and cons of the present model of subscription to full set of journals of publishers in the form of so called “Big Deals” and advises that these big deals may not be really big in many cases. Outlines some of the guidelines for the librarians in these conditions. In certain ways, digital materials are incredibly fragile, dependent for their continued utility upon technologies that undergo rapid and continual change. Keeping and managing the e-journal resources accessible for use by future generations will require conscious effort and continual investment. No library is self sufficient to purchase all the books, Journals and other library documents with in their library budget. So customers belonging to different academic institutions or university may purchase e-journals and sharing its cost through consortia. This paper explains the terms and definitions of Electronic Journals (e-journals), followed by the aims and objectives of the e-journal purchase and management. Also the issues in archiving and preserving the back issues of the e-journals, the initiatives taken in archiving them and the role of e-journal agents in purchasing and managing them are discussed.
